    There is very little information about the Volunteer Cutlery in Sheffield England.
    So, my research is based on deduction.
    Obviously, this straight blade was made in Sheffield for the American market.  I doubt many English would be interested in honoring their loss in the American Revolution.
    Horn handled straight razors were popular pre Revolutionary War from 1750 to 1830.
    Blade etched Patriotic themed straight razors were introduced about 1820.
    The 50th Anniversary of the American Revolution was celebrated in 1826.
    So, I think some clever cutler created "Volunteer" Cutlery and a Blade etched with George Washington's likeness that reads
    George Washington
    Champion of Liberty
    specifically to appeal to the American market around the 50th Anniversary of our Independence from English rule in 1776.
    There are no nicks or pitting in the blade and the scales have original pins with no pin cracks.  This is one of the nicest horn handles Ive had.  Cuts paper like  butter but I'd clean and strop it before use.
